gnu: libebml: Update to 1.3.6.
* gnu/packages/xml.scm (libebml): Update to 1.3.6.
[source]: Apply ‘libebml-use-limits-not-climits.patch’ to build.
[build-system]: Switch to the CMake build system.
[arguments]: Build shared libaries and don't try to run non-existent
tests.
