Introduce the 'GUIX_PACKAGE_PATH' environment variable.
* gnu/packages.scm (%package-module-path): Honor $GUIX_PACKAGE_PATH.
* test-env.in: Unset 'GUIX_PACKAGE_PATH'.
* tests/guix-package.sh: Test it.
* doc/guix.texi (Package Modules): Document it.
