services: web: Fix nginx-service-type's ‘file’ procedure.
* gnu/services/web.scm (nginx-activation, nginx-shepherd-service): Replace
references to non-existent ‘config-file’ with ‘file’.
* doc/guix.texi (Web Services): Likewise.
