A functional legal system is needed if EIA legislation is +to be implemented effectively. +</p> +<p><font size="2"><b>Sound administration and flexible policy-making</b></font> +</p> +<p>The legal and institutional arrangements for EIA need to be +implemented fairly, consistently and efficiently.
