(ARRAY_MARK_FLAG, PSEUDOVECTOR_FLAG): Don't allow definition in m/*.h files.
(XCHAR_TABLE, XBOOL_VECTOR): Add assertion checking.
(XSETPVECTYPE): New macro.
(XSETPSEUDOVECTOR): Use it.
