Tidy some nextstep README etc files.
* nextstep/README: Move historical information to new file ../etc/NEXTSTEP.
* nextstep/AUTHORS: Merge into ./etc/NEXTSTEP and remove file.
* etc/NEXTSTEP: New file, extracted from ../nextstep/{AUTHORS,README}.
* make-dist: No more nextstep/AUTHORS.
