Avoid AC_PREPROC_IFELSE glitch in configure.ac
Problem reported by Angelo Graziosi in:

* configure.ac (gl_gcc_warnings): Work around an Autoconf glitch:
AC_PREPROC_IFELSE doesn’t generate a simple shell command.
