Fix and document recently introduced configuration options.
* configure.ac (--disable-features): Rename to --without-all.
(OPTION_DEFAULT_ON): Change to use with_features.
* INSTALL: Fix description.
* etc/NEWS: Mention --without-all and --enable-link-time-optimization.
