Quote 'like this' in top-level files
* CONTRIBUTE, INSTALL, Makefile.in, README, configure.ac, make-dist:
Prefer to single-quote 'like this' (instead of the older style
`like this').
* configure.ac: Fix some space-before-tab problems that 'git commit'
complained about.
