Port commit-msg to broken MS-Windows shell
* build-aux/git-hooks/commit-msg (cent_sign):
Just use UTF-8 here rather than ASCII + printf, as the latter fails
on a broken MS-Windows shell. Reported by Eli Zaretskii in:
